If car has build in detection of detect driver alchohol level, and won't turn on. Will that Reduce Accidents?

This is already law in some places. It's done to cars of serial DUI offenders. For repeat offenders, I think it's a fairly good idea. However, it doesn't stop them from driving under the influence in somebody else's car.
