Is this considered changing the bibilical teachings to fit the society?

When visiting some parts in Africa, the pope was stupid enough to condemn the use of condom in countries severly suffering from AIDS. He could have kept his mouth shut about condom use or simply conveyed the message differently by suggesting people to get tested and avoid having outside marriage. However, now he claims that using condoms is fine in certain cirstances.
