Turn Signals and Hazard Lights Not Working?

I have a 1995 Chrysler New Yorker. I checked the fuse panel and the 10amp fuse seems to be in working condition. Someone mentioned to me that I should replace the relay fuse. My owners manual doesn't tell me where it's located and I have no idea what else to do
